Dr. Matthew F. Calabria is a Senior Fellow at Orion Policy Institute and a Fellow in residence with the Weatherhead Scholars Program at Harvard University during the 2026-27 academic year. He is an accomplished international security studies scholar and U.S. national security practitioner. His work has focused on cybersecurity, intelligence, emerging technologies, U.S. foreign policy, military operations, and grand strategy. While at Harvard, Dr. Calabria is on leave from his duties as a Professorial Lecturer at George Washington University’s Elliott School of International Affairs in Washington, DC.
Previously, Dr. Calabria served as Director for Cyber Operations and Incident Response in the Office of the National Cyber Director in the White House, where he advised the National Cyber Director on cyber incident response and other national-level cybersecurity policies and related activities. A dedicated public servant for nearly 15 years, he served in various analytical and leadership roles in the Departments of Defense and Energy. A finalist for the federal government’s coveted Galileo Award for bold, innovative thinking in 2024 and 2023, Dr. Calabria has published extensively in various scholarly journals and outlets, including in Survival, The Washington Quarterly, The Hill, Proceedings, and The SAIS International Affairs Review.
Dr. Calabria received Doctor of International Affairs and Master of Public Policy degrees from the Paul H. Nitze School of Advanced International Studies (SAIS) at Johns Hopkins University. Before SAIS, he earned a Master of Science degree in Strategic Intelligence from National Intelligence University, and Bachelor and Master of Arts degrees in International Affairs from George Washington University. He is also certified in Public Leadership from Brookings Executive Education and in Cybersecurity from Cornell University.
