Lushan Hannah is a Non-Resident Fellow at the Orion Policy Institute, specializing in emergency management, homeland security leadership, and organizational resilience. He serves as Director of the Executive Leaders Program at the Center for Homeland Defense and Security (CHDS) in Monterey, California, where he leads one of the nation’s premier executive education forums for senior homeland security leaders across federal, state, local, tribal, and private-sector organizations.
A retired U.S. Coast Guard officer with 26 years of active duty service, Hannah held senior leadership roles spanning environmental protection, maritime security, and crisis response across the Gulf Coast, Caribbean, and Indo-Pacific. He served as Commanding Officer of the Coast Guard Pacific Strike Team, as Military Aide to the Vice President at the White House, and as a National Security Affairs Fellow at the Hoover Institution, Stanford University. His final military assignment was Chief of the Preparedness Division at Coast Guard Pacific Area, overseeing operational planning and international engagement across 71 countries and six continents.
He is the founder of Convergence Solutions LLC, an advisory practice focused on business continuity and crisis management for energy and infrastructure clients. He holds master’s degrees from the Naval War College, the University of Michigan School of Public Health, and the University of Maryland, and maintains credentials as a Certified Emergency Manager and Certified Business Continuity Professional.
